During the ongoing sixth session of the 14th Nagaland Assembly session on March 4, MLA A Nyamnyei Konyak voiced several concerns regarding pinpointing of names, the long-pending Who’s Who publication and procedural lapses during the Governor’s address on March 3.
Speaking on the floor of the House, Konyak emphasised that bureaucrats and technocrats or anyone for that matter should not be singled out in discussions, as policy decisions are made by elected representatives, while officers are responsible for implementation.
“Any transfer or posting can be signed by a secretary or deputy secretary, and all of them are capable officers,” he stated.
Konyak also raised questions about the delayed publication of the Who’s Who book, which provides essential details about the state’s legislators, their portfolios and tribal affiliations. “It has been three years. Preparing it should not take more than six months. There are 60 of us, but I don’t even know who holds which portfolio or their tribal backgrounds,” he remarked.
Konyak further addressed the issue of punctuality, pointing out that the Governor arrived 21 minutes late for the Assembly’s inaugural session. “Our scheduled time is 9:30 AM, and everyone should be punctual. The Governor, as the constitutional head of the state, should be on time,” he pointed out.
Besides arriving late, he also pointed out that the Governor delivered his speech while seated, which was permitted by the Speaker, deviating from the usual protocol.
Additionally, he highlighted a factual error in the Governor’s speech, where an amount of Rs 10 crore was mistakenly quoted as Rs 10,000 crore, which he added was neither the Governor corrected himself, nor did the Speaker step in to announce the correct figure.
